Why do all the songs, and anything the girls say to me sound like gibberish?
What you're hearing is not gibberish, but actually the Japanese language. The Love Live franchise originates from Japan, so naturally they would all speak Japanese. That's why all the songs and character voices aren't in English. Though, there's always subtitles for the stories, and when the girl says something on the homepage. The only time you'll hear Japanese without seeing any English text to accompany it, is during live shows.
Why should I never scout once for 5 love gems?
You are statistically more likely to get a good card if you scout 11 times for 50 gems occasionally than if you were to scout once for 5 gems constantly. You can do 10 individual 5 love gem scouts and get 10 R cards. If you do one 50 love gem scout, you're guaranteed at least one SR card.
A girl that is different than the girl I set as my home screen girl just randomly showed up on my home screen. Why?
That's completely normal. This is known as a cameo. Any R card or rarer can randomly make a cameo on your home screen. Usually, she'll just greet you and then she'll act as she usually would if she was actually your home screen girl. If you go to a page where your home screen girl can't be seen (like the "live shows" page) and then head back to your home screen, the home screen girl you set should be back waiting for you (unless you get another cameo).
Is it necessary to have watch the Live Live shows to understand the story of this game?
Not at all. The story in Love Live School Idol Festival is completely different than that of Love Live School Idol Project (for μ's) or Love Live Sunshine (for Aqours). I would recommend watching them anyway though as you'll get introduced with all the characters and learn all about the world of Love Live. That and they're pretty good shows in my opinion.
The main story does make the occasional reference to something that happened in either of the shows, so, if you're concerned about being spoiled for the shows, then watch them first, but it won't spoil anything too big or serious.

What time zone is the game based off of?
That varies depending on which version of the game you are playing. If you're playing the English/Worldwide version of the game, then the time zone it is based off of is Universal Coordinated Time (UTC). If you're playing the Japanese version of the game, then the time zone it is based off of is Japan Standard Time (JST). If you're playing the Chinese version of the game, then the time zone it is based off of is Beijing Time.

Yes there is! Love Live School Idol Project can be watched on Crunchyroll completely free and legally here. The original Japanese dub is only on Crunchyroll, but English subtitles are provided.

Are there ever any sales on love gems?
Kinda. Certain value packs are available at certain times.
For all brand new players, they are able to buy two $3 starter packs. One for μ's and one for Aqours. Those starter packs have 5 love gems, 5 alpaca or shiitake cards (depending on what pack is being bought), and a ticket for a special type of scouting where you get at one SR card, SSR card, or UR card. These $3 packs have also been available in other certain circumstances as well.
There are also $30 packs that are released at the beginning of each month and with other special occasions. Similar to the $3 packs, there will be a μ's and Aqours version. These packs contain a ticket for a free 11 card scout, and the same ticket as the one with the three dollar packs.

Who are the developers of this game and where are they headquartered?
There are two companies that are responsible for the creation of Love Live School Idol Festival. Those two companies are Klab Inc., and Bushiroad. Bushiroad owns the Love Live license and Klab Inc. does development for the game. Both of these companies are headquartered in Tokyo, Japan.
What's the highest rank someone is at? Is there a maximum rank?
There is no maximum rank that you can reach. Your rank will continue to go up and up forever, as long as you play the game. A couple of Japanese players that have made it over rank 1,000, which takes an insane amount of playing to achieve.
What are some terms the SIF community uses about the game?
There are several terms that the SIF community uses that would probably need an explanation to beginners of the game. I'll define them.

Whale: A term used to describe someone who has spent hundreds or thousands of dollars on the game.
Dolphin: A term used to describe someone who spends more money on the game than most people, but not as much as a whale. A whale may spend around $250-$1,000+ on the game a month to buy love gems (mainly trying to get the newest URs), while a dolphin will occasionally drop $50-$200 on the game every once in a while.

I like Love Live School Idol Festival quite a bit, are there any games similar to it?
There are a few games that are similar to SIF that I think are alright. The three that come to mind right away are The Idolm@ster Cinderella Girls: Starlight Stage (アイドルマスター シンデレラガールズ スターライトステージ), The Idolm@ser Million Live: Theater Days (アイドルマスターミリオンライブ!シアターデイズ) and BanG Dream: Girls Band Party (バンドリ! ガールズバンドパーティ!). I don't think they're as good as Love Live SIF, but I do play them occasionally as well, just not nearly as much as Love Live SIF. Another problem for anyone who speaks English is that all of these games are completely in Japanese and they have no English version (which means iOS users will need a Japanese iTunes account to get these games as well). There are English guides available online for all of those games, though. So if you're determined to play any of them, you can learn how to.
The other alternative would be to download the Japanese version of the app, and play on there as well. I play both the English and Japanese version of the app, and I quite enjoy it. For the most part, you'll probably know the menus, if you've played the English version a lot. There will be a couple of differences in the menus (since the Japanese version receives updates up to several months before the English version), but other than that, the menus are nearly identical. It's just the language on the buttons that's different.

Out of all the girls in μ's, Hanayo is my favorite girl. Out of all the girls in Aqours, Yoshiko is my favorite girl. What are your absolute favorite cards in the game?
There's two of them that I really like. There's the Maki UR for the μ's constellation set (especially the unidolized verson), and the Hanayo UR from the μ's kunoichi set (especially the idolized version).
